The senators submitted to the state Duma a bill on amendments to the Law «On information, information technologies and protection of information». The document suggests the blocking of users of instant messengers and e-mail for the distribution of prohibited on the territory of the Russian Federation information.
In the explanatory note to the document the main objective of the new project called fight about terrorist messages.
Under the bill, users of instant messengers and e-mail service will be obliged to block within a day after receipt of the request from the authorities. In case of failure penalty for the owners of the services may be up to 1 million rubles.
The initiative is kind of an extended version of the draft law on mandatory identification of users of electronic mail via the phone number, explained one of the authors of both documents, the Chairman of the Federation Council Committee on constitutional legislation and state construction Andrey Klishas.
«The attempt of differentiation of BBM and email in the previous version of the bill require clarification», — he said, noting that the previous version of the document withdrawn.
The new edition of the messengers, and mail services are combined in the category «organizer of the messaging service».
The document proposes amending the provisions of the law concerning the limitation of the correspondence.
«In practice it is advisable to completely block the user and not send them private messages,» Klishas believes.
The Senator also stressed that the current Russian legislation allows to make a conclusion that the statement of the messenger or email you can view any messages for possible blocking. The new bill restricts this possibility:
«The operator will be responsible solely for blocking transmission by the user of electronic communications and only on the basis of information and related requirements of the authorized Federal body of Executive power».
Nevertheless, many experts have criticized the new bill:
«To disconnect the user from the service are no problem. But this does not negate the fact that secrecy of correspondence user will still be broken, because Roskomnadzor somehow knows that he was passing banned information,» — said the Internet Ombudsman Dmitry Marinichev.
In the case of adoption of the bill will come into force on 1 January 2020.
Recall that in may in Russia came into force rules requiring operators messengers to identify its users by their phone number.
